Space Governance and Interplanetary Jurisdiction

Legal and ethical frameworks governing human activity in space were designed for robotic probes and brief orbital missions. Long-duration missions, commercial operations, and permanent off-Earth settlements require governance of human rights, medical ethics, crew autonomy, jurisdictional authority, and institutional accountability structures that the Outer Space Treaty (1967) and Artemis Accords (2020) do not address. Every institution planning or supporting human operations beyond Earth's atmosphere is governing in a legal vacuum — and that vacuum is a design choice.

Why This Module Exists

Documented legal framework addressing jurisdiction and applicable law for off-Earth operations; written crew autonomy protocol defining individual rights including the right to refuse mission directives on documented health grounds; clinical governance framework for autonomous healthcare decision-making; formal conflict resolution and privacy protocols; independent accountability mechanism external to operational command; post-mission reintegration protocol with documented health information confidentiality protections.

The Most Unforgiving Test Case for Human Governance

Remove every assumption our institutions were built on — gravity, atmosphere, proximity to other human beings, access to the natural world, the possibility of leaving — and what is left of law? What is left of ethics? What does psychological and physiological wellbeing even mean when every variable in the environment is constructed?

M14 is where the Nervous-System-Aware Governance framework meets its highest-stakes application. The six governance dimensions in this module go beyond aspirational standards for Earth-based institutions. In space, they are survival infrastructure.
