Urban planning is health governance. Every zoning decision, development approval, and infrastructure investment shapes the mental health of the people living in that environment. Most planning processes have no mechanism for governing those effects.
Evans (2003) reviewed the research literature linking built environment to mental health outcomes and established that neighborhood disorder, housing quality, noise, and green space are independent mental health determinants: environmental conditions that produce mental health outcomes rather than simply correlating with them. Sarkar et al. (2018) confirmed the equity dimension in 94,879 UK Biobank participants: the protective effect of residential greenness is strongest in lower-income populations. Münzel et al. (2014) documented the physiological mechanism for noise: cortisol elevation, sleep architecture fragmentation, and cardiovascular stress pathway activation. The populations most harmed by poor built environment governance are those least able to compensate through private means.
